The 90th Legislature: Early Priorities Shaping the Session

As the Texas Legislature begins another session cycle, early committee activity, leadership priorities, and agency discussions are already signaling where attention is likely to concentrate in the months ahead.

Infrastructure, water supply, grid reliability, economic development, healthcare access, and emerging technology policy continue to shape conversations across both chambers. At the same time, Texas remains focused on maintaining its position as a national leader for business growth, energy production, aerospace investment, and advanced manufacturing.

While major legislation often draws public attention later in session, the most important groundwork frequently happens much earlier. Stakeholder meetings, interim recommendations, agency engagement, and committee appointments often provide the clearest indicators of where policy momentum is building.

This session is also expected to continue the state's broader emphasis on balancing economic expansion with long-term infrastructure and resource planning. Water policy, transmission development, workforce needs, and regional growth pressures are increasingly interconnected discussions rather than standalone issues.

For industries operating in highly regulated environments, early engagement remains critical. The legislative process rewards preparation, credible relationships, and thoughtful positioning long before key votes occur.

Texas continues to attract national attention across aerospace, energy, telecommunications, healthcare innovation, and emerging technology sectors. As investment accelerates, policymakers are simultaneously evaluating how regulatory frameworks, permitting structures, and public infrastructure will need to evolve alongside that growth.

The early weeks of session rarely provide all the answers. They do, however, provide important signals. Organizations that are paying attention now are often better positioned when legislative priorities begin moving more quickly later in the cycle.
